These were small blocks of run-down flats in slum condition - they were built as a solution to the housing problems but they turned out to be awfully planned and had horrible conditions The tenements were large rectangle shaped buildings, usually set out in fours with a courtyard in the middle containing a shared bathroom and bin. Rats usually bread in the basements of these places so the buildings were rat infested. The residents would even have to send dogs into the basements to try and clear out the rats.
