But as this town was never meant to be permanent and was just made for the gold seekers' convenience then all each person had to worry about was themselves. There was no communication between the people due to the lack of trust between everyone, as you cold never tell who was decent and who wasn't. This meant a lack of law and order and a basically poorly regulated town. There was no reason for it to be otherwise and it can't really be compared to Salt Lake City as each was designed for a different purpose.
