Disability is created within society by attitudes, by the way society educates and in the way it allows members of society to access fundamental information. Indeed if disability was solely a medical condition for which a cure needs to be found, how would members of the medical profession cope with hidden disabilities, which are difficult to measure and which impact upon different members of society in very different ways.
