Rather than microeconomic development, macroeconomic growth was given higher priority, despite extremely unfair distribution that meant that often development was at the expense of local communities while only one select area of the country would benefit. Development became a set of rules and theories created and maintained by the developed countries in which they were making maximum use of the poorer countries resources and labor–thus the discourse of development came to be. The poorer countries became an intrinsic part of the discourse, leading to dependency on the richer countries. Dependency theory, a reaction to modernization theory, thus came into being. Dependency theory depicts a conflict between the center and the periphery arguing that the North has in a structural manner been exploiting the South.
