During the fifties, even three millions of refugees from the German Democratic Republic were given jobs in Western Germany. Finally, by the late fifties, serious labor shortage was being felt as we see on the table 1, which shows the growth in Germany. Vacancies, which were 116,000 in 1950 rose to 200,000 and the unemployed persons declined from 1.580.000 to 928.000 in 1955.
