The NC was planned and implemented to have single set curriculum subjects taught nationally to all school aged pupils. Education was in the hands of local governments and school head-teachers before the 1988 Education Act. By the introduction of the NC in 1988 education was handed over to the central government, so that it had a role in deciding the curriculum taught in schools.
