Mary Warnock said many in mainstream schools had learning difficulties and it was inappropriate to educate them all separately. Statementing was then introduced. The 1984 Education Act incorporated many of Warnock's recommendations. It defined special needs and provision, and outlined the responsibilities of mainstream schools in assessing children, and gave rights to parent's to appeal against decisions. In 1988 the Education Reform Act introduced the national curriculum, that all children whether in mainstream or special education would follow. The 1993 Education Act introduced a code of practice on identifying and assessing special needs for all schools.
