Palchinsky's focus on the worker was not due only to his desire to help the plight of the worker, but was due more to his belief that a happy worker is better motivated to work harder. He used this belief in his organization of seaports in Eastern Europe. He proved that by improving the overall conditions of a worker's life that production would vastly increase. The Soviet Union used propaganda and forced labor to try to motivate the workers; however, later these methods became ineffective.
