Ay placed himself in charge when Akhenatun died and had most power over Tutankhamun, he made the change in religions and Tutankhatun's name. One of the reasons that we know Ay was administering of the Egyptian hierarchy is due to the evidence that Ay's tomb was in turn a lot larger then Tutankhamun's. Tutankhamun's tomb is known as being one of the smallest tombs ever created in the Egyptian Empire. The reasons for this are unknown, but it does prove to us that he was not of that greater use or need to the Egyptian Empire.
