... might question the need for the proposition of a new system for young offenders. In July 2000, Statistics Canada released statistics for 1999 for all categories of crime. The overall youth crime in 1999 was down for the seventh year in a row. Youth's aged 12 to 17 charged with crimes in 1999 had decreased by 7.2% from the year before, and had dropped 21% from ten years earlier (Statistics Canada, 3). With these apparent decreases in youth crime, one might doubt the need for a new justice system for young criminals. Although these statistics might appear as a success for Canada's justice system, the Ontario Crime Control Commission asserts a different opinion. In May 1998, the Ontario Crime Control Commission released Report on Youth Crime (OCCC, 2). The Commission disputed that, "While important, official crime statistics are not the ideal way to gauge the actual incidence of crime."(OCCC, 2). ...
