During its hearings the Royal Commission examined, in great detail, the lives and deaths of 99 Aboriginal and Torres Strait Islander people who had died in custody between 1 January 1980 and 31 May 1989. The Royal Commission hearings were held all over Australia in capital cities and small country towns and gave everyone who was touched by a death in custody a chance to give evidence before the Commission. In the end, 339 recommendations were made, covering a wide range of areas, from policing issues, to custodial safety, education, employment, cultural maintenance, government policy, customary law, health and Aboriginal non Aboriginal relations. The Commonwealth and all state and Territory governments have been required to produce reports stating what they have done to implement the Royal Commission's recommendations.
