... equal opportunities are a prominent feature of the Wales Act: they cover equality of language: 'The Assembly shall in the conduct of its business give effect, so far as is both appropriate in the circumstances and reasonably practicable, to the principle that the English and Welsh languages should be treated on a basis of equality...The standing orders shall be made in both English and Welsh.' (Great Britain, 1998, 47:1;3).
