It is a well known fact that during the apartheid era government and business discriminated against certain groups of people, particularly against people of colour, women and disabled people (Koekemoer: 1993). Good human resource management requires that "the right person for the job" should be appointed, and because whites have received better school education and more white employees have been trained, it is obvious that whites will be preferred for the best jobs (Koekemoer: 1993). According to Koekemoer (1993) this however, means that the disadvantaged people will never really get into the system, and thus this unemployment cycle will continue.
