The first UN conference held specifically to consider problems of the environment met at Stockholm in 1972 (Lallas 2001:692). It was attended by 113 states and adopted a Declaration and Action Plan. Caldwell (1984:11) suggests, Stockholm Declaration is a document of basic principles which "calling attention to interrelated problems of the environment", and draw attention to the rights and obligations of state and the international community in regard thereto. Pallemaerts (1993:1) notes, "Stockholm Declaration is regarded as the foundation of modern international environmental law".
