These rising problems enforced the perception that Dicey's views on civil-liberties were not adequate as there became a clear divide of unrestrained legal limits on parliament (hence increasing parliamentary sovereignty,) whilst at the same time courts did very little to review the activities of government. 2- The pressure from the growth of importance of human rights in other states, the increasing awareness of socialist and utilitarian standpoints and the Petition of Rights against state interference of individual liberty all pointed towards reform of the HR.
