Under section 143 of the same Act and in relation to section 151, an insurer is required to meet a judgement obtained in respect of a compulsory insurable risk. The Court of Appeal adopted a Purposive Approach to their interpretation of the Road Traffic Act 1988 rather than the Literal Approach and consequently held that the meaning of "road" did encompass a car park for the purpose of the Road Traffic Act 1988. The Purposive Approach is one that promotes the general intentions and purposes underlying the provisions. It rejects any limitations positioned upon the judges when interpreting and suggests that they should look beyond the words of a statute in pursuit of the reason for its enactment.
