The Privy Council can be criticised and labelled undemocratic as the only member actually voted in by the public is the Prime Minister. However although the privy councillors are appointed by the queen, this is done under the recommendation of the Government; the Queen basically gives her assent. The Privy Council was gifted its powers and limitations by the Emergency Powers Act (1920). This strengthens the relationship of the Privy Council and the British public because the power it possesses can be removed at any time by parliament due to parliamentary sovereignty.
