Parliament's heavy workload means laws that are not properly thought out are passed and there is then no branch of the system that can check new laws. Thanks to the unitary system certain laws that are created are inappropriate for some regions of the UK. A written constitution would mean Parliament's decisions were overlooked and more restraint would be placed on what some see as overbearing power. Others feel the flexibility of an unwritten constitution is a good thing. Encarta quotes that 'historians often emphasize the antiquity and flexibility of the British constitution'.
