If this was so true then why does every person coming from another Country go directly to a designated base of "friendly" liaisons which have been erected to better help them understand the American way of life. In America even the opportunity for an education can sometimes be an obstacle. In New York state alone over 100 public elementary schools in underprivileged neighborhoods are so overcrowded children are being forced to learn lessons in the hallways, bathrooms and stairways. How can they develop the necessary skills that are needed to take advantage of those opportunities when they are presented to them?
