The OEEC was set up to administer American and Canadian aid under the 'Marshall Plan' for the post war reconstruction of Europe, which was achieved by the mid 1950's. A large part of the OEEC's work was in reducing quantitative trade barriers (quotas) in Europe, compared to GATT who targeted the reduction of tariffs. The OEEC did not succeed in forming a free trade area because of the division between countries that later formed the EEC and the countries which later formed the European Free Trade Area (the majority of which later joined the EEC which formed the EU).
