This is a severe limitation since the President is only able to submit proposals, which can easily be rejected, or at best modified, by congress. In addition, the Supreme Court has the power to strike down legislation as 'unconstitutional', restricting the Presidents options even further. For instance, neither the President nor the Congress can ban gun ownership because the constitutions second amendment guarantees "the right to bear arms'. Congress has fore main functions these are representation, legislation, investigation and scrutiny (oversight), and financial control. The construction of the constitution is such that it implies that congress was to the dominant institution of the American political system (Article 1 Si-S8 of the constitution).
